Canada Launches New TR-to-PR Pathway for 33,000 Temporary Workers

Canada has introduced a new Temporary Resident to Permanent Resident (TR-to-PR) pathway that will allow up to 33,000 temporary foreign workers already in Canada to transition to permanent residence. The program is part of the federal government’s 2026–2028 Immigration Levels Plan and reflects Canada’s increasing focus on converting temporary workers into permanent residents.
